In Niedersachsen bunkers were mainly concentrated around the city of Emden, the Frisian islands, and the city’s Wilhelmshaven and Bremerhaven. The coastal area consisted of 1 Festung as part of Festung Emden/Delfzijl, furthermore it is unknown if this area received more large defence units.
